Public Opinion as potent a force as nuclear energy. No government can afford to survive by flouting opinion. Government should act by convincing masses. In modern time opinion considered powerful and has great value. Public opinion used for progress and development of society. Public Opinion, said W. Dobb, ” refers to peoples attitude on issue when they are members of the same social groups”. Public Opinion is organised through various agencies. The Press, educational institution, Cinema, TV, and other audio-visual means of the mass communication associations and legislatures. The newspapers and the press are patent forces of expressing and formulation public opinion. Mass media can be a catalyst to bring about social action.

Public Opinion does not emerge out of any single incident of one action but it is the consequence of the over all impact of the political, social and cultural life of the people. No government can afford to go against the wishes of the people as it derives its strength from them, their conviction and beliefs. Organised public opinion if unnecessary suppressed always results in agitation, protests and demonstrations. A dictatorship, as shown by history can not lost long in the face of adverse public opinion. The potency and importance of public opinion can not be over-emphasised. Whenever public opinion is spontaneous and has a healthy growth it acts as a moral force. It checks the corrupting influence of power.
